The aim of establishing the cultural and creative industries support centre “TabFab” is to create a modern and inviting urban environment in the former Tobacco Factory quarter, near Miera iela, as well as to create a place for creative industries to study, work, develop and implement their ideas.

The implementation of the project is planned in two stages. In the first stage, it is planned to rebuild the buildings and adapt the premises for the needs of the National Film School of the Latvian Academy of Culture, including the construction of the Filming Pavilion of the National Film School, as well as to establish the premises for a creative industry incubator. Workshop buildings will also be dismantled and rebuilt, water supply, heat supply, electricity, communications, domestic sewerage and wastewater collection and drainage engineering networks will be built, as well as the territory will be landscaped.

In the second stage of development of the square, it is planned to create premises for the Latvian Academy of Culture, including for the study programmes “Contemporary Dance” and “Performing Arts”, as well as for the provision of functions of the Latvian Academy of Culture unit Cinema/Photo Museum (Riga Cinema Museum, Latvian Museum of Photography).

Thus, public space and public buildings will be restored in Riga, as well as several public infrastructure objects will be created and reconstructed. The cultural and creative industries support centre “TabFab” established in the quarter will provide a modern learning environment for students and academic staff of the Latvian Academy of Culture, as well as cooperation with companies in the creative industries. It will also become a magnet not only for the creative industries, but also for the residents and tourists of the Brasa area.

The development of the Tobacco Factory quarter is very important for the Latvian Academy of Culture. The Academy is rapidly developing in the academic, creative and research direction: increasing the number of students and the offer of study programmes, becoming stabilised in the local and international cultural space with a quality and diverse range of cultural events, as well as ensuring research growth and implementing important projects. Therefore it is important that we can move to a new home as soon as possible. For growth, we need new premises and a modern infrastructure.

Project name and identification number:
Establishment of the interdisciplinary TabFab support centre for education, culture and creative industries at the real estate at Miera iela 58a, Riga / 5.6.1.0/17/I/005.

Objective of the project:
The objective of the project is to create infrastructure corresponding to the profile and functions of the project partners, adapting the premises to the needs of the National Film School, a structural unit of the Latvian Academy of Culture, as well as creating premises for the Creative Industries Business Incubator (CIBI).

The project will be implemented in accordance with Cabinet of Ministers Regulation No. 188 “Operational Programmes “Growth and Employment” 5.6.1. Regulations for the Implementation of the Specific Support Objective “To Promote the Revitalisation of the City of Riga by Ensuring the Effective Socio-Economic Use of the Territory” of 29 March 2016.

Main activities of the project:
dismantling and reconstruction of the workshop buildings; reconstruction and adaptation of buildings for the needs of the National Film School of the Latvian Academy of Culture, including the construction of the Filming Pavilion of the National Film School; adaptation of infrastructure to the needs of the Creative Industries Incubator, construction of water supply, heat supply, electricity, telecommunications, domestic sewerage and wastewater collection and drainage engineering networks; territory improvement.

Project term and financing:

The implementation of the project is planned to take place from 25 April 2017 to 31 December 2023, with total project financing of EUR 4,980,815.00, of which EUR 4,233,692.75 (85%) is provided by the European Regional Development Fund, and EUR 747,122.25 (15%) is received from the national budget. According to a Cabinet Decision on granting additional funding of 4 October 2022, the total cost of the project is EUR 5,084,659.00, of which EUR 4,321,960.15 or 85% is ERDF funding, and 15% or EUR 762,698.85 is national budget funding.

Project benefits:
during the implementation of the project, public space (1019 m2) will be renovated in the territory of Riga City, public buildings (1667 m2) will be renovated, two public infrastructure objects will be created and reconstructed: a set of infrastructure for ensuring the functions of the Latvian Academy of Culture, which consists of 4 infrastructure objects, and a set of infrastructure to provide the functions of the Creative Industries incubator, which consists of 1 object.

27.07.2018 Financing agreement signed with the CFCA.

03.04.2019 Negotiated procedure “Development of construction project and author supervision for the object at Miera iela 58a, Riga” started with “F.L.TADAO & LUKŠEVICS” Ltd (Architects’ Office “NRJA”), the first place winner of the design competition “Architectural vision of the complete construction of TabFab creative quarter”.

19.06.2019 Agreement concluded on the development of a construction project and performance of author supervision with “F.L.TADAO & LUKŠEVICS” Ltd (Architects’ office NRJA).

04.08.2020 Agreement concluded on construction project expertise with “Livland Group” Ltd.

03.09.2020 Supervisory Board of SSO 5.6.1 (Specific Support Objective) supported the proposed amendments to the strategy “Revitalisation of the Periphery of the Brasa Area and the Central Area of the City of Riga” regarding the project at Miera iela 58a, Riga.

16.11.2020 Construction documentation expertise started.

11.12.2020 Amendments to the project agreement signed with the CFCA.

02.02.2021 Positive conclusion of the construction project expertise received.

12.02.2021 Procurement “On the performance of construction works for the implementation of the construction project “Reconstruction of the building at Miera iela 58a, Riga (Phase 1)””.

01.04.2021 Endorsement received from Riga City Construction Board on the fulfilment of design conditions in building permit No. BIS-BV-4.1-2020-5017 (BV-20-974-abv) of 03.08.2020.
01.06.2021 Opening of construction procurement tenders. Evaluation of tenders has started.

15.10.2021: the procurement procedure for the construction is cancelled without a result.

24.10.2021: a new construction procurement procedure is announced for the implementation of the construction design ‘Reconstruction of the buildings at Miera iela 58a, Riga (phase 1) (ID No VNĪ 2021/7/2-8/AK-77)’.

26.10.2021: amendments 3 to the contract with CFLA are signed, extending the implementation of the project to 31 December 2023.

28.07.2022: a construction contract is signed with SIA ‘Marels būve’ for a total contract amount of EUR 4,358,501.46 without VAT, including separate tasks. The increase in cost is EUR 258,150.30 without VAT. August 2022: a supplementary agreement is signed to compensate an increase in costs.

08.01.2022: fulfilment of the conditions for the start of the construction.

01.09.2022: a building permit confirming the fulfilment of the conditions for beginning the construction is received.

10.01.2022: beginning of the demolition of the Creative Industries Business Incubator building and non-load-bearing walls in the Cinema School building.

04.10.2022: according to a Cabinet Decision of 4 October 2022, additional funding in the amount of EUR 103,844 is allocated to the implementation of the project, with 85% provided by the European Regional Development Fund (EUR 88,267), and 15% by the national budget (EUR 15,567).
