The aim of the project is to increase energy efficiency and improve energy management in the building of the National Archives of Latvia at Skandu iela 14, Riga.

The building has a rebuilt ventilation system (supply-exhaust system with the possibility of recuperation) and heating system, microclimate system, additionally insulated roofing has been installed, exterior doors and metal gates have been replaced, facade windows have been replaced, base and rainwater drainage edge around the building perimeter have been insulated. The painting of the building's facade has also been restored, and a ramp has been installed to improve the building's accessibility for people with special needs.

Extensive energy efficiency improvement measures will lead to significant primary energy savings in the future, but modernised utilities will make the building more efficient. Improved possibilities to adapt the indoor microclimate to external weather conditions will make them more comfortable for employees and visitors. Also, the reconstructed house will fit better into the existing urban environment.

In the context of energy efficiency projects, we not only achieve heat and electricity savings, thus saving money for these institutions and taxpayers, but we can significantly improve the technical and aesthetic condition of buildings by integrating them more organically into the urban environment.

Project name and identification number:
Increasing energy efficiency in a building at Skandu iela 14, Riga.

Project objective:
to contribute to the increase of energy efficiency in the building at Skandu iela 14, Riga, by implementing energy efficiency improvement activities. By implementing the activities envisaged in the project, the increase of energy efficiency of the building and more efficient energy management will be promoted.

The project will be implemented within the framework of Cabinet of Ministers Regulation No. 534 “Operational Programme” Growth and Employment “Specific Support Objective 4.2.1” Promote Energy Efficiency in Public and Residential Buildings “Measure 4.2.1.2” Promote Energy Efficiency in Public Buildings “First Project Application Selection Rules” of 9 August 2016.

By carrying out the activities planned in the project, the level of comfort of the employees and visitors of the Latvian National Archives is improved, thus providing the employees and visitors with a customised microclimate to the impact of the external environmental processes.

The projects will achieve significant primary energy savings during the future operation of the building, as well as allow the building to better integrate into the existing urban environment.

Main activities of the project:
Reconstruction of the ventilation system in the archive premises (supply-exhaust system with the function of recuperation); additional insulation of the roof covering; exterior door replacement; exchange of metal gates for lift sectional gates; reconstruction of the heating system; facade window replacement; plinth insulation, including construction of rainwater drainage edge along the perimeter of the building; installation of a microclimate system for rebuilt ventilation and heating systems; facade painting restoration; ramp installation for access for people with reduced mobility.

12.2018 Cooperation agreement concluded with the CFCA on attracting project co-financing;

01.2019 Agreement concluded with “LC būve” Ltd on the development of the construction project, author supervision and performance of construction works;

04.2019 Riga City Construction Board approved a construction project in a minimum composition;

07.2019 Service contract concluded for the construction project expertise;

07.2020 Construction work started to implement the building's energy efficiency measures.
