The aim is to improve the basic infrastructure of transport at BCP (border crossing place) “Pāternieki” and BCP “Grigorovščina”, in order to diminish border crossing time, queues on state motorway A6 and the throughput capacity of BCP. By including the construction of united traffic carriageway and solutions of transport and pedestrian traffic in compliance with road safety in all sections, to ensure the establishment of environment friendly and comfortable transport system components, besides taking into consideration the preconditions of BCP development at local and international level.

Also the aim is to achieve cover load rating corresponding to European Union normative loads, at the same time ensuring the comfort and safety of motorists, pedestrians and cyclists.

Project title and identification number: European Neighbourhood instrument Latvia–Lithuania–Belarus cross-border cooperation programme's 2014–2020 project "Improvement of infrastructure of the border crossing places “Pāternieki” (Republic of Latvia) and “Grigorovščina” (Republic of Belarus)", project identification code _EKI_PATERNIEKI.

The aim of the project: Improved transport basic infrastructure at BCP “Pāternieki” and BCP “Grigorovščina” which will save time for drivers of motorcars and lorries as well as pedestrians crossing the border in both directions. The result of the project is to diminish the queues on state motorway A6 before BCP “Pāternieki”. The result of the project will be seen as increased throughput capacity of BCP, which will allow to manage all kinds of increased vehicles' traffic in future, as well as to increase safety for those crossing the border on foot and employees of competent control institutions.

The main activities of the project: In the road section BCP “Pāternieki”–Belarus border it is planned to increase the number of driving lanes, and carry out the construction of other necessary infrastructure, among them reconstruction of engineering communications; the installation of separate control barriers in both directions, the installation of pedestrian tracks in both directions for persons crossing the border on foot, the installation of the enclosure for the separation of lines of inbound and outbound vehicles and the delimitation of the territory, the construction of transport management infrastructures (vehicle stop devices, electronic information stands, etc.) for the promotion of vehicle flow management.

Project term and funding: It is planned to realize the project from June 2016 until April 2020.

The total funding of the project SRE is 914,810.00 EUR (without VAT), from which 90% is ENI programme funding and 10% is state budget funding.

The benefits of the project: The project implementation will be significant benefit in the context of Latvia and Europe for citizens, entrepreneurs and guests of Latvia. The implementation of ENI programme projects is possible only in cooperation with Belarus institutions responsible for border crossing, because within the project there is planned a reconstruction of existing road and enlargement between BCP “Pāternieki” and BCP “Grigorovščina”, by planning investment in both sides of the border. Therefore the implementation of these projects is essential especially within ENI programme, in order to ensure Latvia–Belarus institution partnership during the implementation of the projects.

 

  • On 20.04.2017, conclusion of agreement with SIA "A‑Vide" on the development of the construction design and performance of authorized supervision;
  • On 30.11.2018, conclusion of agreement with PS "LNK INDUSTRIES GROUP" on construction;
  • On 03.01.2019, conclusion of agreement with SIA "BaltLine Globe" on performance of authorized supervision.
