The aim of the project is to rebuild the former building of the Riga Light Industry Technical School in Riga, A.Briāna iela 13 into a modern prototyping (production of new product samples) workshop “Riga Makerspace”. Thus, the public space of Riga (1500 m2) will be renovated, public buildings (3600 m2) will be built and renovated.

A total of six workshops corresponding to the educational programmes of the Riga School of Design and Art (RSDA) and the Art Academy of Latvia (AAL) are planned at A.Briāna iela 13, which will ensure a high-quality and competitive study process. While seminars, festivals, lectures, etc. events will be available to anyone else interested in the Lifelong learning Prototyping services centre.

Energy efficiency improvement measures aimed at improving energy efficiency and energy management have been separated. As a result of energy efficiency improvement measures, it is planned to achieve 83.78 (kWh/m2 per year) heat consumption for heating in the building.

Design is becoming an increasingly popular part of the industry around the world. In order for young Latvian designers, who are already achieving significant success in the world, to be able to fully create and develop their prototypes, suitable premises are needed. Hopefully, in several years, our new talents will be able to do practical work in new, modern premises.

History of the building

The building is located near the UNESCO World Cultural and Natural Heritage Site “Historic Centre of Riga”, in its protection zone. One of the buildings has historical value, the other has minimal historical value. Riga Light Industry Technical School stopped its operation in 2009; since then no investments have been made in the facility.

Project name and identification number:
Establishment of prototyping workshop “Riga Makerspace” at real estate which is located at A. Briana iela 13, Riga / 5.6.1.0/17/I/004.

Objective of the project:
Establishment of infrastructure corresponding to the profile and functions of the project partners and efficient socio-economic use of the territory. The project has been implemented in accordance with Cabinet of Ministers Regulation of 29 March 2016 No. 188 “Operational Programme” Growth and Employment “5.6.1. Regulations for the Implementation of the Specific Support Objective “To Promote the Revitalisation of the City of Riga by Ensuring the Effective Socio-Economic Use of the Territory”.

Project term and financing:
The project is planned to be implemented from 28 March 2017 to 31 December 2023, the total financing of the project - EUR 5 907 824.84 - of which:
SSO 5.6.1. European Regional Development Fund financing - EUR 5 021 651.11 (85%) and state budget co-financing - EUR 886 173.73 (15%).

Project benefits:
During the implementation of the project, public space (1500 m2) will be restored in the territory of Riga, public buildings (3600 m2) will be built, public infrastructure object will be created and reconstructed for the creation of the prototyping workshop “Riga Makerspace” of the Latvian Academy of Arts and VECC “Riga Design and Art High School”.

18.12.2017 Agreement concluded with the developer of the construction project with “Projektēšanas birojs Austrumi” Ltd regarding the development of the construction project and performance of author supervision;

27.07.2018 Financing agreement signed with the CFCA (project No. 5.6.1.0/17/I/004);

28.03.2019 Agreement concluded with Riga City Council Traffic Department on participation in project implementation;

03.05.2019 Contract on the performance of construction project expertise for “Livland Group” Ltd;

20.05.2019 SRE and “Projektēšanas birojs AUSTRUMI” Ltd signed an agreement on the termination of the agreement by mutual agreement.

15.07.2019 Agreement concluded with “Arhitektu birojs Krasts” Ltd on design works and author supervision.

14.05.2020 Agreement concluded supplementing the contract on the development of the construction project and performance of author supervision with “Arhitektu birojs Krasts” Ltd.

03.09.2020 Supervisory Board of SSO 5.6.1 supported the proposed amendments to the strategy “Revitalisation of the Periphery of the Brasa Neighbourhood and the Centre of the City of Riga” regarding the project at Briana iela 13, Riga.

15.09.2020 Expertise of construction plan documentation started.

11.12.2020 Amendments to the CFCA agreement signed

05.03.2021 Procurement “For the performance of construction works for the implementation of the construction project“ Reconstruction of a building for the establishment of a prototyping workshop “RIGA MAKERSPACE” at A.Briāna iela 13, Riga”.

18.03.2021 Informative report on the implementation of high readiness projects in 2021 and 2022 approved at the Cabinet of Ministers meeting, funding for the implementation of the project will be allocated in the amount of EUR 3 418 434, incl. for construction - EUR 1 418 434 (2021) and for the purchase of equipment EUR 2 000 000 (2022).
27.05.2021. Opening of construction procurement tenders. Evaluation of tenders has started.

29.06.2021: a positive expert report is received.

25.08.2021: an agreement is signed with the Ministry of Culture on the use of national budget funding.

08.09.2021: the ‘Purchase of equipment for Riga Makerspace prototyping workshops’ (ID No VNĪ 2021/7/2-8/AK-50) procurement procedure is announced.

07.10.2021: a contract is signed with PIKCV RDMV and LMA on cooperation in the purchase and installation of the equipment.

19.10.2021: the construction design is submitted for approval to the Riga City Council Urban Development Department.

21.10.2021: a supplementary agreement is signed with SIA ‘Arhitektu birojs Krasts’ for additional design work.

26.10.2021: amendments 4 to the contract with CFLA are signed, extending the implementation of the project to 31 December 2023.

26.10.2021: the bids submitted for the ‘Purchase of equipment for Riga Makerspace prototyping workshops’ (ID No VNĪ 2021/7/2-8/AK-50) procurement procedure are opened. The evaluation of the bids begins.

22.12.2023 Signed an agreement to the construction work contract with general partnership "P un S BŪVNIECĪBA" on the implementation of the changes to the construction works.
22.12.2023 The actual percentage of completed construction works for the full realisation of the project is 58% (as of December).
15.01.2024 Amendments No. 6, No. 5.6.1.0 to the Financing Contract has been signed with the CFCA within the framework of the funding programme.

Objective of the project:
To contribute to the increase of energy efficiency in the building at Aristida Briana iela 13, Riga, by implementing energy efficiency improvement activities in the building.

Project term: The project is planned to be implemented from 10 December 2019 to 31 December 2023.

Financing:
The total financing of the project is EUR 608309,95, of which European Regional Development Fund financing is EUR 517063,50 (85%) and State budget financing - EUR 91246,46 (15%).

Project benefits:
After the implementation of the project, it is planned to achieve 83.78 (kWh/m2 per year) heat consumption for heating in the building.

Construction status:
The construction project is developed by “Arhitektu birojs Krasts” Ltd.
