SRE: 9 contractors have applied for repeated procurement of the prototyping workshop “Riga Makerspace”

“9 contractors have applied for the establishment of a prototyping workshop “Riga Makerspace” at 13 A. Briāna Street, Riga. Contract prices offered are from 6.8 million euros to 8.2 million euros (excluding VAT), before checking for arithmetical errors. We will be able to announce the winner after evaluating the tenders in the beginning of 2022”, informs Renārs Griškevičs, Chairman of the Board of SJSC “State Real Estate” (SRE). 

Tenders for the establishment of the prototyping workshop “Riga Makerspace” have been submitted by SIA “Bildberg”, “Eltex un LAGUTA”, general partnership “P un S būvniecība”, association of persons “Multicentrs BL”, association of suppliers “BBA, TILTS, PMK”, SIA “Pillar Contractor”, general partnership “SBSC”, SIA “Reaton, LTD” and SIA “Selva Būve”. 4 contractors have submitted their tenders repeatedly. If there are no appeals, the results of the procurement will be known at the beginning of 2022.

"This year's unexpectedly sharp rise in raw material prices caught all the participants in the construction process by surprise. Repeated procurement is an opportunity for contractors to submit bids in the light of changes in the market situation. The wish of the capital company is to start construction in all three creative quarters as soon as possible. We are currently starting the evaluation process to determine the most economically advantageous offer for the required works,” says Griškevičs.

11 contractors applied in the first tender for the development of a prototyping workshop. SIA “Selva būve” was recognised as the winner of the procurement with a contract price of 6.37 million euros without VAT, but the construction contractor waived the right to enter into an agreement for the implementation of the plan, basing its decision on changes in the market situation. Also other tenderers who offered the most economically advantageous tenders withdrew their offers, justifying this decision with the incompliance of costs to the actual market situation, as a result of which it was not possible to carry out the works at the prices previously offered by the builders.

The former Riga Light Industry Technical School building at 13 A. Briāna Street, Riga, will be adapted to the needs of a total of six Riga Secondary School of Design and Art and Latvian Academy of Arts educational programmes, creating appropriate new product sample production or prototyping workshops, which will ensure a high-quality and competitive learning process for pupils and students. In addition, modern rooms for seminars and other events will be set up. On 14 December, 12 tenders submitted for the repeated procurement of the development of the 1st stage of the Tobacco Factory Quarter. In the repeated procurement, 7 out of 12 contractors had also applied in the first procurement. Contract prices offered are from 3.7 million euros to 5.4 million euros (excluding VAT).

Simultaneously with the establishment of the prototyping workshop and the development of the 1st stage of the Tobacco Factory, with the support of the ERDF, in the vicinity of SRE Šķirotava - 2 Meirānu Street, the VSIA “Latvian National Opera and Ballet” decoration workshops and rehearsal hall complex is established with active construction works currently in process.

For the implementation of the prototyping workshop “Riga Makerspace” development project, the Ministry of Culture has attracted funding from the European Union funds Operational Programme “Growth and Employment” 5.6.1 of the specific support objective “To promote the revitalisation of the city of Riga, ensuring the efficient socio-economic use of the territory” and 4.2.1 of the specific support objective “To promote the increase of energy efficiency in public and residential buildings” 4.2.1.2 of the first round of project application selection for the measure “Promoting energy efficiency in public buildings”, as well as state budget funds (including Covid-19 funding for stimulating the economy through investments in construction).

SRE currently continues works on 54 different construction sites of national importance, with a total project budget of 223 million euros.
