Works to improve the energy efficiency of Daile Theatre are completed; SRE invites construction contractors to cooperate in renovating the forecourt

SJSC “State Real Estate” announces a procurement for the arrangement of the Daile Theatre forecourt in accordance with the construction project developed by “MADE arhitekti”. The landscaping works will start this summer and will take place in three stages. The first stage - renovation of the Daile Theatre forecourt is planned to be completed by autumn of 2022, informs Renārs Griškevičs, Chairman of the Board of SRE.

Currently, Daile Theatre and its surrounding complex are being actively arranged. The energy efficiency project of the historic building started last year and is nearing completion. The construction works were carried out preserving the architecture of the theatre built in 1976 according to the project of architect Marta Staņa. “The building's exterior walls, stage tower and roofs have been insulated for the historic theatre building, providing the necessary comfort for both theatre staff and spectators while at the same time significantly reducing electricity and heating costs. Rebuilt heating system and improved equipment for stage lighting, providing “smart” spotlights. In view of the national emergency situation related to the spread of Covid-19, the work was carried out under a special precautionary regime, within the established limits and addressing the changes in the supply of materials caused by the emergency. The project will be fully completed by the centenary of Daile Theatre this autumn,” R. Griškevičs points out.

The execution of construction works to improve the energy efficiency of the building is financed from the financing attracted by the Ministry of Culture - European Union funds Operational Programme “Growth and Employment” 4.2.1. the specific support objective “To promote the increase of energy efficiency in public and residential buildings” and 4.2.1.2. financing of the second round of selection of project applications for the measure “To promote the increase of energy efficiency in public buildings” by making investments in the total amount of 2.47 million euros. Project authors: SIA “Projektēšanas Birojs AUSTRUMI”.

The improvement of the surrounding area of Daile Theatre, which has not been restored since Soviet times, will be actively started in summer. Implementing the idea of the architects “MADE arhitekti”, which won the design competition, the theatre's forecourt will become accessible to citizens, ensuring a high-quality public space and expanding the green area of the territory - new trees will be planted, benches and lanterns will be installed.

The square near Daile Theatre is the property of both the state and the municipality. The part of the theatre square on the side of Bruņinieku Street and on the side of Brīvības Street up to the theatre ticket stands is managed by SRE, but the remaining part on the side of Brīvības Street - from the ticket stands to Matīsa Street - is owned by Riga Municipality. SRE has taken the initiative for the joint progress of the project.

“In the first stage of the project, the pavement of the forecourt will be restored in both the state and municipal part, the reconstruction of external low-voltage engineering networks and external power supply engineering networks, and the reconstruction of the public toilets, will be performed. At the same time, it is planned to install amenities and greenery, change the external lighting of the area and install digital screens. In the second stage, the parking area and utility yard will be arranged, in the 3rd stage - the territory of Daile Theatre along Bruņinieku Street. In order to ensure efficient progress of the project, the construction procurement is announced for the full project - for all stages, providing that by attracting additional funds, the volume of construction works will be increased by the 2nd and 3rd stages,” reveals R. Griškevičs.

In 2019, the design competition ended, where the idea of the architectural office “MADE arhitekti” was recognised as the best for the arrangement of 8 submitted projects, but it took a long time for a detailed evaluation and approval of the design plan by the city construction board. Only on 13 January 2021, did Riga City Construction Board make a decision to support the design of the territory improvement solution, which allowed the immediate performance of design works and start of the development of construction procurement.

The project is financed from funding attracted by the Ministry of Culture - European Union funds operational programme “Growth and Employment” priority axis “Environmental protection and resource use efficiency” 5.5.1. the fourth round of selection of project applications for the specific support objective “Preserve, protect and develop significant cultural and natural heritage, as well as develop related services”, “Preservation, restoration of cultural heritage and development of related infrastructure in the territory of the historical centre of Riga” and state budget funding (including Covid-19 funding for stimulating the economy through investment in construction).

Last year, 17 nationally significant development projects with a total budget of 29.5 million euros were completed under the leadership of SRE. In the conditions of the pandemic, respecting the precautionary and safety requirements, work on 43 different construction sites of national importance with a total project budget of 156 million euros continues under the leadership of SRE. SRE provides professional real estate management and administration for approximately 400 real estate properties with 1100 buildings of 1.02 million square metres and more than 3600 land properties with an area of 9.6 million square metres. SRE was founded in 1996 and its sole (100%) shareholder is the Ministry of Finance of the Republic of Latvia.
