Andris Vārna

The Chairman of the Board of SJSC «State Real Estate»

Andris Vārna was confirmed as a Board Member of the SJSC «State Real Estate» on August 30, 2017.

At the SRE Management Board A.Vārna is responsible for Customer service function. From 2011 until September 2017 was Head of Real Estate and facilities management in Latvia and Baltics of JSC SEB banka. The main duties in this position for Mr. Varna was leading of real estate management and control at Latvian and Baltic level. Likewise, Mr. Varna was responsible for strategic planning of real estate rental portfolio, monitoring of projects and services, as well as financing and monitoring of investments. A.Vārna is the only one in the Baltic States, who have acquired in the USA a Certified Property Manager, CPM® Certificate.

A.Vārna acquired a professional higher education in economics, as well as professional higher education in business and management at Riga Technical University, Faculty of Engineering Economics and Management. A.Vārna continues to add to his education in England, at the British Institute of Facilities Management.

Līga Ermane

Līga Ermane was confirmed as a Board Member of the SJSC «State Real Estate» on September 1, 2016.

She started to perform her work duties on October 3, 2016.

L. Ermane has previously worked in leading job positions of several companies, mainly governing their financial strategic management. She has also led LTD “Ernst&Young Baltic” consulting projects for state and municipal government institutions, as well as for companies of the banking and finance sector; has worked as the Director of Finances at the SJSC “Latvijas Pasts”, where the main responsibility was the development of a long-term business plan, budget planning and controlling; implemented new financial instruments, as well as carried out duties connected with real estate development, management and property management from the financial management aspect.

Also L. Ermane has worked in several companies of the insurance sector. She performed the duties of Service Development and Marketing Department Manager at JSC “SEB Dzīvības apdrošināšana”, whereas in JSC “Balta” she has developed and led personnel training programmes.

L. Ermane has acquired a master’s degree in management sciences at the University of Latvia and is currently in the process of acquiring a master’s degree in financial management at the BA School of Business and Finance; additionally, she regularly supplements her knowledge at various courses. 


Kitija Gruškevica

The Member of the Board of SJSC «State Real Estate» since September 6, 2017​.

As a Member of the Board of SRE, K.Gruskevica is responsible for development projects. From 2013 until 2016 she held the position of Deputy Rector in infrastructure development of  University of Latvia (UL). Likewise, K.Gruskevica has been the Director of Infrastructure Department of UL, Senator, Member of the Strategy Commission, Member of Finance and Budgetary Commission. K. Gruskevica managed implementation of UL Tornakalns building 1st stage project, as well as participated in the strategic planning of next stages of construction. Simultaneously with the organisation of the construction process, efficiency enhancement of UL real estate portfolio management was successfully implemented under the leadership of K.Gruskevica.

K.Gruskevica is a doctoral candidate in management science at UL, as well as professional higher lawyer education.


Sigita Janvāre

Sigita Janvāre was confirmed as a Board Member of the SJSC «State Real Estate» on August 30, 2017.

In the Management Board of SRE S.Janvare is responsible for administrative issues. Was the Head of Procurement Department at Lattelecom LLC from June 2010 until September 2017. S.Janvare have more than 10 years of experience in real estate management and procurement management. From 1997 until 2010, Mrs. Janvare assumed the posts of Head of Real Estate Department, Head of Service and Head of Real Estate Business development at Lattelecom LLC. The job responsibilities included monitoring and developing the logistics and warehouse functions of the company, ensuring the efficient use of the company's assets. Mrs. Janvare also organized the process of managing and evaluating suppliers by regularly improving various procurement processes. This allowed the Lattlecom LLC to develop provided services, thus increasing profitability and competitiveness of the company in the market.

S. Janvare holds a Master’s degree in Public Management acquired at the Faculty of Economics and Management of University of Latvia.
